Drones, missile boats and helicopters for the Iraqi navy

UMM QASR, Iraq — Twenty five years ago, I woke up early on a Saturday morning, watched the movie “Top Gun” and began dreaming of becoming a heroic naval aviator like Tom Cruise’s character Maverick.

That career never panned out.

Last week, however, I came the closest to a real life “Top Gun” experience than I have ever before. No, I didn’t land a plane on an aircraft carrier. Nor did I get the chance to tour one. I did something far less exciting: I observed an Iraqi military ceremony that celebrated Navy Day at the Umm Qasr port in southern Iraq.

The ceremony was fairly similar to the one in the final scenes of “Top Gun.”

In the movie, naval aviators get dressed up in their white uniforms and hats for a ceremony that marks the end of their dog fighting course and a shiny plaque is awarded to the top pilot.

At Navy Day, an admiral in the Iraqi Navy, who wore a white suit and hat just like the aviators in “Top Gun,” doled out shiny plaques and trophies to Iraqi and American officials. Despite the thick mustache nearly all Iraqi officers seem to have, the admiral looked like he could have been an extra in the movie.

The similarities between the movie and the ceremony, however, diverged from there.

In the movie, the pilots are dispatched into battle.

When the ceremony I attended was over, we were directed to a hall where we were given a buffet lunch and time to speak with Iraqi and American officials about the Navy’s progress. The interviews gave me a chance to learn about the Navy, which has been largely rebuilt since the United States invaded in 2003 and receives far less attention than the Army.

The Army has nearly 200,000 soldiers and covers the entire country’s 170,000 square miles of terrain, fight insurgents and protecting Iraq’s borders. The Navy has just a few thousand sailors and is in charge of patrolling 35 square nautical miles. Despite its size, the Navy has an important role in ensuring Iraq’s future.

About 90 percent of Iraq’s budget comes from its sale of oil and the Navy is in charge of protecting the two oil platforms in the Persian Gulf where 75 percent of the country’s oil exports are loaded onto tankers.

Like the other branches of the Iraqi military, the Navy has received extensive training from American forces.

I talked to the Iraqi naval officials, who like many other Iraqi military officials I have tried to interview over the past few months, said little of substance.

But Rear Adm. Kelvin N. Dixon, an American commander who has helped train the Iraqi Navy, sat down to talk about the progress the Iraqis have made and was far more forthcoming.

Below are some of Admiral Dixon’s comments:

Status of Iraqi Navy and Its Future

“Today they are patrolling and protecting the oil terminals extremely well, better than we anticipated,” Admiral Dixon said. “They are doing better than some of their neighbors in the region.”

The sailors are staying out on patrols for three to four days compared to just a few hours for their neighbors, he said.

The Iraqis, who currently patrol 80 percent of their waterways, will take over the remaining 20 percent from the Americans in coming weeks.
“Then we will advise them through the end of the year.”

The head of the Iraqi Navy, Adm. Ali Hussein Ali, wants to expand the Navy’s capabilities in the coming years, Admiral Dixon said.

“He wants to purchase some missile patrol boats and he would like to have a Navy air force with a couple of helicopters and more mine counter capabilities,” he said.

Before the end of the year, the Iraqis will begin using a drone aircraft that they purchased from the United States. The drone will provide them with more intelligence capabilities and also alert them if there is an oil leak, Admiral Dixon said.

The Iraqis will also receive several other boats over the coming year that they have purchased through the United States government’s foreign military sales program.

Threat of a Suicide Attack on the Terminals

An attack on the oil platforms would be devastating for Iraq because so much of its economy is tied to oil sales.

Nonetheless, Admiral Dixon said that he believed there was a low threat of an attack on the oil terminals because “it is obviously easier to attack a land-based oil facility than a sea-based oil platform.”

In fact, there have been several attacks on the land-based oil infrastructure in Iraq this year and no attacks on the platforms.

“We continue to train Iraqi Navy in intelligence areas and operational areas, and nighttime operations of oil platforms. And they continue 24-hour protection of platforms.”

Along with the Navy, about 50 Iraqi Marines are stationed on each oil platform to prevent a siege.

Iranian Threats and Run-Ins

Several times a week, the Iranian Navy tries to enter the Iraqi waterways, Admiral Dixon said.

“The Iranians will run out on their boats and test to see how Iraqis respond — to see what is their response mechanism,” he said.

The Iraqis “do the proper hails and escort those craft away from their water space and they have done a phenomenal job at that.”

Before the end of the year, the Iraqis will begin using a drone aircraft that they purchased from the United States. The drone will provide them with more intelligence capabilities and also alert them if there is an oil leak, Admiral Dixon said.

The iraqi drone type is now known its a (Scan Eagle)

The Iraqi navy is getting its own version of UAVs – Scan Eagles – that they’re going to employ to help maintain surveillance over Iraq’s territorial waters. And it really does extend the legs of the guys who are on the patrol boats out there maintaining security, because they can see that much more just by getting a little bit of altitude for observation.

ScanEagle carries a stabilized electro-optical and/or infrared camera on a light-weight inertial stabilized turret system integrated with communications range over 100 km, and flight endurance of 20+ hours. ScanEagle has a 10-foot (3 m) wingspan and can fly up to 75 knots (139 km/h), with an average cruising speed of 60 knots (111 km/h). Block D aircraft featured a higher resolution camera, a custom-designed Mode C transponder and a new video system. A Block D aircraft, flying at Boeing's test range in Boardman, Oregon set a type endurance record of 22 hours, 8 minutes.[2]
Sea-borne launch from a Mark V Special Operations Craft

ScanEagle needs no airfield for deployment. Instead, it is launched using a pneumatic launcher designed as part of a university engineering design project, now patented by Insitu as the "SuperWedge" launcher. It is recovered using the "SkyHook" retrieval system, which uses a hook on the end of the wingtip to catch a rope hanging from a 30 to 50-foot (15 m) pole. This is made possible by a high-quality differential GPS units mounted on the top of the pole and UAV. The rope is attached to a shock cord to reduce stress on the airframe imposed by the abrupt stop.

nice. the scaneagle would be a good tactical addition for the navy, its however still rather limited necessitating the need for a larger type still (or helicopter / maritime aircraft).

still there is no order or confirmation of the type being sold to Iraq yet. Lets hope to see it soon in iraq.

no missile boats. there is talk that some of the swiftships can be modified to missile boats in future (Iraq is getting 21 swiftships).

In the latest SIGIR report it states that Iraq is continuing to train on the new ScanEagle drones.

U.S., Iraq Agree to Deal for UAVs

The United States has agreed to sell unarmed surveillance drones to Iraq’s navy as part of an effort to help protect that nation’s oil exports amid growing tensions in the Persian Gulf and to strengthen U.S.-Iraqi ties.

“They understand the importance of the mission to protect its oil platforms,” said Army Lt. Gen. Robert Caslen, who heads the U.S. Office of Security Cooperation-Iraq.

The office, which operates out of the U.S. Embassy and manages U.S. military sales programs in Iraq, confirmed the sale of drones but declined to say the model or number of drones that are part of the contract.

The drones will allow Iraq’s military to keep a continuous watch over its oil terminals within Iraqi territorial waters of the Persian Gulf, where a significant portion of the world’s oil originates and which Iran has occasionally threatened to blockade.

The sales of drones and other U.S. military equipment are viewed by the United States as a way to maintain deep ties with Iraq after the departure of American troops five months ago. The sales “help facilitate that strategic relationship,” Caslen said.

Iraq has said it is buying more than $15 billion worth of U.S. military hardware, including 36 F-16 fighter planes, M1 tanks and armored personnel carriers, insisting the weapons are for defensive purposes.

“Iraq should have the ability to protect itself against outside aggression,” said Ali al-Moussawi, an adviser to Prime Minister Nouri al-Maliki.

Iraq is particularly concerned about the security of its oil facilities.

The bulk of Iraq’s exports move through a handful of terminals on Iraq’s narrow Persian Gulf coast, making its exports vulnerable to attack from other countries or terrorists.

As a major oil producer, Iraq could balance Western worries about Iran’s threats to cut off oil shipments to some European countries that import Iranian oil.

Iraq said it is not worried about whether Iran views Iraq’s progress as a threat.

“Whether Iran has concerns or not, we’re OK with that,” al-Moussawi said. “This is in our interest.”

is there any plans for the iraqi navy to aquire unmanned surface vessels like the turkish ASELSAN Denizci for example.

Now that Iraq has a few helicopter capable vessels and still zero helicopters its time to discuss the possibility of future helo acquisition...

Iraq did in the past seek SH-60 naval helos (but that went nowhere)... today Iraq could probably deploy 4 helos from ships and additional helos from on shore.

2x On the corvettes
1x On the Shams Picket ship
1x On the Adjnadeen Replenishment vessel

In the absence of major naval vessels in Iraq's arsenal, helicopters could, potentially constitute a strong deterrence force to neighbouring navies.

I would have thought a combination of :
6x As565 maritime helos for offshore deployment,
+
6x heavier helos for onshore deployment

would give them round the clock coverage ability both on and offshore.

فيما يخص السفينة شمس فهي الأن في عهدة مديرة الموانئ العراقية وفي حالة يرثى لها و تجري عليها عملية صيانة تطوعية من مجموعة من الكوادر البحرية الكفوءة للموانئ العراقية وبجهود ذاتية وهذه صور خاصة عن السفينة

so its not operational as of now. that is sad. the navy is in a pretty bad shape.
