Iraq has (14) Infantry Divisions, one of which is Mobil; while each brigade has a mobile battalion, equipped with light around vehicles, with full equipments and self-support needs.

He, also, pointed that The Iraqi Forces has no tank divisions, but integrated mobile division that will attain very high level by the end of (2011); disclosing that the Ministry is planning to have mobile battalions and brigades;

adding that the training of the crews has been completed, and next week will witness a training exercise at the level of a complete brigade; while planning to buy third generation tanks consisting of (140) tanks with extra (22) tanks for training, and that these tanks are type “Abrams M1 A1”, which are most advanced and with high capabilities and advanced equipments.

Adding that the Iraqi soldiers have reached the highest level in understanding the capabilities of this tank, according to statements made by the American instructors.

After that, Al-Ubaydi explained that the Ministry of Defense has prepared a study regarding the needs of the Iraqi Army, in the way of equipments and personnel; which was presented to the National Security Council and the Security and Defense Committee.

Adding that the size of the Army will gradually shrink according to the stability in the security situation and its advancement in Iraq, as well as, the availability of guarantees from the neighboring countries and entering in security agreements with them that require the existence of an army capable to handle the internal security together with the security agencies, in addition to securing the borders; especially that the army is a consuming establishment that saps the National Economy.

As for securing the borders, the Minister said that his Ministry has began executing border protection operations, where the Army assists the Border Forces, of the Ministry of Interior, by establishing observation posts and sending out patrols that complement the work of the Border Forces in securing the borders and prevent infiltrating through them.

Regarding the shelling of the border districts in the Kurdistan Province by Turkey and Iran, Al-Ubaydi stated that the body, which make the decision for intervention against assaults on Iraqi soil by neighboring countries is the National Security Council, which is comprise of the P.M., his two deputies and the Ministries of Defense, Interior, Justice and Foreign Affairs, in addition to some political figures. He, also, said that this Council, which has the power of political military decisions, is working hard on solving all the problems with the neighboring countries; and that there is a tri-valence, Iraqi, Turkish and American, committee that follows the issue; with a Joint Operations Centre, in Arbil, to face the elements of (P.K.K) and monitor their movements.

Then pointed that the Iraqi Army offers support and aerial back-up, as well as, reconnaissance operations; adding that the Iraqi Army possesses the most competent types of reconnaissance aircrafts in the area.

He also, stressed that the issue of the Iranian and Turkish shelling are political matters and not military; while the infiltrations across the borders are either by terrorists or by smugglers, and the Ministry is monitoring that closely; and assured that there is a better cooperation with the neighboring countries regarding the issue of securing the borders.

Mr. Al-Ubaydi, also, stressed on the readiness of the Iraqi Naval Forces and their support to the River Police of the Ministry of Interior, in safe-guarding the ports and the sea-shores; and that Iraq will, soon, acquire a complete naval fleet by the end of (2011) in order to protect its sea-borders and ports.

Adding that the Navy possesses, now, combat marine boats, equipped with advanced weapons; as well as, support ships. He, also, mentioned that the government is striving to reclaim the two Iraqi frigates held in Italy since the nineties of the past century.

As for the Air Force and its readiness, the Minister assured that the Ministry had set-up detection and recognition equipments, i.e. the radars, that cover all of the South and the North of Iraq, and before the end of (2011) it will cover Central Iraq too; commenting that such equipments are vital for the Iraqi Air Force; for it is important to prepare the infra-structure of the Air Force and to provide the navigation and directing means, as well as, the training that under-goes three phases until it reaches the stage of using jet-planes.

He, also, affirmed that Iraq possesses many types of training aircrafts; while the Air Force is trying to acquire the Czech combat (159) aircrafts; but the aircrafts of up-to-date specifications are costly, which will require more time to obtain. Adding that the Ministry is studying the possibility of buying used French and U.S. planes, until being able to get new ones.

He, also, stressed that the Air Force needs reconnaissance aircrafts and fast transport means between the Governorates, which the Air Force possesses only a number of them; but he cannot determine Iraq’s need of aircrafts. The Minister, also, denied that Iraq has (F16) aircrafts, but is in the process of contracting to buy them; adding that, at present, Iraq has no aircrafts capable to repulse any aerial aggression, and that the U.S. Air Force is, now, protecting the Iraqi air-space.

He, then, pointed that the coming government and parliament will have to decide whether accepting the building of U.S. Air Bases in Iraq or finding an alternative. Regarding the method of fulfilling purchase deals for aircrafts, Al-Ubaydi said that the Central Contracting Committee, in the Ministry of Defense, studies the contracts from their supervisory and legal aspects prior to signing them, if they fall within the authority of the Committee or the Minister of Defense; otherwise they are referred to the Supreme Arming Committee, which is headed by the P.M. and comprised of the Security Ministers and a financial oversight committee to be studied and if approved, signed.

Then commented that who accuse the Ministry of corruption, regarding the purchase contracts are ignorant of the details; and assured that the Ministry is prepared to expose all the details of the deals; then pointed that there are some, who are apprehensive of arming the Iraqi Army; then he said that the army is regarded as the last political resort, but, as a Minister of Defense he belongs to Iraq and the Iraqis and not to any political side; and that the Army is responsible for the protection of Iraq and all its people.

In mentioning the Military Intelligence and its power in Iraq, Al-Ubaydi explained that this where the difficulty lies, at the beginning of forming the new Iraq Army, because the Military Intelligence was covered by the decisions of eradicating “Al-Ba’ath”; but he assured that, now, it has began to go-ahead in its duties. He, also, pointed that the cooperation between the Iraqi Intelligence and those of the neighboring countries are limited and lack developing and the signing of security agreements that serve both sides; adding that the cooperation with the American Intelligence is greater in the fields of combating terrorism and preserving the Internal Security.

Mentioning the media means owned by the Ministry of Defense, through which it publicizes its activities, Mr. Al-Ubaydi said that there is a program broadcasted by the semi-governmental T.V. Station, as well as, that the Ministry has a newspaper and a magazine that deal with these matters; adding that he hopes for opening a satellite channel for the Ministry to cover its work and activities , as well as, directing the Citizens, lifting their morals and building their trust in the Military Forces of their country. He, also, drew the attention to the existence of attempts to harm the Military Establishment via some medias; but he praised the role of Al-Fayha’a in dealing with security issues and breaches, and the terrorist actions in the country; stressing that what distinguishes Al-Fayha’a Channel is that it deals with issues in a professional and patriotic way, even in the constructive criticism of the security agencies at the same time it does not exploit the blood of the Iraqis for its private ends.

As for the compensations to army members harmed in terrorist operations, the Minister said that the Military Service and Retirement Law guarantees for them large compensations; adding that the Ministry highly valuate the sacrifices of all member of the Iraqi Forces. At the end Minister Al-Ubaydi presented the D.G. of Al-Fayha’a Channel, Dr. Mohammed Al-Ta’ee the Shield of the Ministry of Defense, for its pioneer role in covering the security file, combating terrorism and conveying the truth to the Citizens; ending by pointing to the need to build a strong and effective Iraqi Army that serves Iraq and its People without being a subordinate to any political side; but a body that provides internal security for the Citizens and safe-guard the borders of the country.

عبّر الدليمي عن رضاه عن أداء أجهزة الأمن العراقية واستجابتها للتحديات والتهديدات التي تواجهها، "علما بأن تجربة إعادة بناء قوات الأمن العراقية تجربة فريدة، لأننا كنا نبني قوات أمن ونقاتل في الوقت نفسه، ولم يكن لدينا فرصة للتدريب وإنما ينزل العنصر مباشرة للقتال ضد الإرهابيين."


وفي سياق تسليح أجهزة الأمن العراقية، قال وزير الدفاع "إن تسليح وتجهيز قوات الأمن العراقية اليوم أفضل من قبل، ونحن في حالة انفتاح مستمر على كل دول العالم لاختيار ما هو أفضل من أسلحة ومعدات دفاعية وأمنية لقواتنا، وتسليحها جوا وبحرا وبرا، وللعمليات الاستخبارية والعمليات الخاصة والدفاعات الجوية، ولا نعتمد على جهة محددة نتسلح منها."


وأشار الدليمي إلى التحديات المالية التي تواجه تسليح العراق، موضحا أنه "تواجهنا تحديات مادية لأن العراق لا يستطيع تكريس موازنة عالية للأمن والدفاع؛ فموازنة الدفاع هذا العام 2012 لا تزيد عن 12%، ونحن في مرحلة بناء جديد ولا نستطيع أن نفعل كما فعل النظام السابق الذي كرس 95% من موازنة العراق للعسكرة، لأن هناك قطاعات أخرى لا بد من الاهتمام بها، ونحن لدينا قناعة بأن الامن لا يتحقق بالعسكرة فقط، وإنما يتحقق بعوامل التنمية الأخرى، معربا عن أمله بارتفاع موازنة الدفاع العراقية حتى عام 2018، لتزيد عن 100مليون دولار.

ممكن توضيح للــ100 مليون دولار ...!هل هذا يعني ان وزارة الدفاع ميزانية التسليح لها 100 مليون $ فقط...
ولفت الدليمي إلى أن بلاده تعمل على تنظيم معرض للمعدات الدفاعية في بغداد مطلع العام القادم (2013)، يستقطب كبرى الشركات العالمية والإقليمية، وقال "نظمنا معرض دفاعي بسيط للتجربة هذا العام، وسنكرر التجربة العام القادم وبشكل أفضل، وتحدثنا مع القائمين على معرض "سوفكس" لمساعدتنا، ونحن من جانبنا سنعمل كل ما بوسعنا لإنجاحه."


وأكد وزير الدفاع أن العراق بدأ بالعودة إلى علاقاته مع الدول العربية، حيث سيتقدم قريبا بمقترحات جدية حول منظومة الدفاع العربي خلال ترؤسه القمة العربية حتى العام القادم.

اعتقد زلة لسان من وزير الدفاع لان ميزانية وزارة الدفاع والداخلية لهذا العام وحده تقترب من 13 مليار دولار ( عقود تسليح وتدريب وتجهيز وبناء ورواتب )

هلا خوية بس وزير دفاع يتكلم عن هكذا مواضيع بهذه السذاجة ..!
اعتقد ان ميزانية التسليح هي كذلك 100 مليون لان هنالك معانات واضحة في محاولات اجراء عقود ...

في الجيش العراقي 300الف منتسب لو كان الواحد منهم يكلف الخزينة 1000 دولار في الشهر راتبا فقط لوصلنا الى رقم 300 مليون دولار (شهريا) بدون مصاريف اسلحة وذخائر ومعسكرات وادارة وتموين وتجهيز وادامة .. الصحفي شكلة مضيع صول چعابة
