Iraq buying maritime awareness system for navy

On Nov 30/10, the US DSCA announced [PDF] Iraq’s formal request to buy naval Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems, which can help it monitor and defend critical infrastructure and oil installations in and along the Persian Gulf. Those systems would cost up to $68 million, and would include:

Sensors like Automatic Identification System, Surface Scan Radar System, Forward Looking Infrared System, Situational Display System, Electro-Optical Cameras.

Communications including HF/UHF/VHF radios, Voice Over Internet Protocol (VoIP), K Under Band Very Small Aperture satellite terminal upgrades.

Infrastructure and assistance including Mobile and Fixed Towers, generators, spare and repair parts, support equipment, publications and technical data, personnel training and training equipment, and U.S. Government and contractor support services, and other related logistical support. The prime contractor will be The Raytheon Company in Waltham, MA, and this proposed sale will require the assignment of 3 U.S. Government and four contractor representatives to Iraq for 1 month to help with fielding and training and quality assurance.

from raytheon's site it seems iraq will be getting TMDS2 sensors and the IDS athena command and control system.




Comprehensive Surveillance and Situational Awareness To continually detect, identify, deter, prevent and counter changing local and regional security needs, as well as support day-to-day operational challenges, security and law enforcement authorities need a flexible, agile and transportable sensor package that supplements current investments in fixed-site surveillance operations.

Raytheon’s Transportable MultiDomain Surveillance System (TMDS2) is a self-sufficient, mobile, operationally agile and flexibly deployable tower system that uses a customer-defined, Raytheon-integrated sensor package (e.g., radar, CCTV, automatic identification system (AIS), etc.) to support a wide range of surveillance missions. Missions include maritime law enforcement, anti-piracy, counter drug trafficking, fisheries monitoring, detection of illegal alien movements, counter-terrorism, air or ground
border surveillance, anti-smuggling, national maritime security, and support to vessel safety and search and rescue.

TMDS2 can complement the coverage area of fixed-site sensor systems by acting as a gap filler. It can also provide surveillance in new areas or in undeveloped locations as the need arises or the threat changes, as well as deliver multi-sensor coverage in off-road terrain and high-wind surroundings where a permanent fixed system is not possible.

Cost Effective
TMDS2 not only supports a wide range of missions, but it can also be reconfigured with variable sensor packages then moved and re-deployed quickly to meet mission requirements for new or changing threats.
The ability to leverage TMDS2 for multiple surveillance missions, rapidly optimizes the investment in finite resources and maximizes their use.

Flexible
A typical TMDS2 configuration consists of a rolling transportable trailer and a telescoping tower with a sensor suite platform that can be raised to 127 feet above ground level by two people. When standard
infrastructure is absent, it is also independently powered by a diesel generator with fuel supporting up to seven days of runtime, enhancing operations in remote areas.
Able to operate in a manned or unmanned configuration, TMDS2 easily adapts to changing threats and mission requirements. A manned configuration, which is able to operate as an independent surveillance
system, includes a control cabin and operations workstations supporting two to four people for daytime or around-the-clock missions.


In unmanned configurations, the surveillance system can be integrated into the operator’s existing surveillance network to enhance a single composite view with localized and focused information. This information can also be automatically communicated to the command and control station for information and decision support processing.

Maritime Domain Awareness Capabilities
As part of a broad integrated suite of operational capabilities, TMDS2 can operate with Raytheon’s Multi-Domain Awareness System. Unlike other transportable systems, TMDS local target data can be correlated with global sensor and non-sensor databases, providing a sophisticated, broad surveillance picture. By adding localized information content, TMDS2 measurably enhances the ability of fixed systems to deliver persistent surveillance and situational awareness in support of commanders and deployed forces in the face of ever changing operational needs.

Representatives from Raytheon Integrated Defense Systems joined local, state and federal officials in Providence, R.I., April 16 for a demonstration of the Port Area Waterside Surveillance System, or PAWSS. The demonstration took place at the grand opening of the Providence Emergency Management Agency’s new Emergency Operations Center (EOC). Raytheon permanently deployed the sensors and its Athena data fusion and operations center technology to provide situational awareness capability.

With a network of sensors from the southern entrance of Narragansett Bay to the Port of Providence 25 miles north, PAWSS allows decision makers to spot and evaluate threats early. Athena integrates information from the sensors, including radars and day vision cameras, to provide input to the Rhode Island Common Operating Picture (RICOP). This gives officials advance warning and the improved situational awareness needed to maintain port security. The shared future vision of RICOP is to provide an integrated and enhanced situational awareness capability that provides state-wide public safety and security across multiple domains. Athena would serve as the data fusion and decision support backbone.

Providence Mayor David Cicilline welcomed Raytheon and other attendees. They included R.I. Sen. Sheldon Whitehouse and R.I. Rep. James Langevin, who had assembled to witness a live demonstration of the EOC’s capabilities and Project Athena’s situational awareness technology.

Mary Petryszyn, IDS vice president for Civil Security and Response Programs, said, “The technology demonstrated today grew out of what we initially deployed for maritime domain awareness in 2004. We have been growing Athena’s capability since then, and we anticipate learning more from PAWSS that will enable us to continue to develop the capabilities that will enable decisions that protect our nation and its interests.”
