Rafale for the Iraqi Air Force

After a long and arduous journey that pitted the Rafale against the MiG35, SU-35. It seems that Iraq has now finally confirmed that they're buying 14 Rafales from France in a "Planes for Oil" deal that doesn't involve cash.


The exact details are not clear yet. All we know so far are:

Number of aircraft 14.
Price $3.36Bn , including armaments, parts, support.

If it doesn't come with meteor Air to air missiles then it's worthless.

They will be brand new units.

Its not clear if its the F3 or F4 variant however.

"On January 25, two Rafales assigned to the planned air base [BAP] in Jordan as part of Operation Chammal took part in an air combat exercise with four Iraqi F-16s. According to the explanations given by the General Staff [EMA], their mission was to attack a point defended by the Iraqi air force. And to add that "various kinematics were carried out by the French fighters, forcing the opposing force to maneuver to defend the area".

Such a Franco-Iraqi exercise was not new… since three were indeed conducted in 2021, when Baghdad had expressed its interest in the combat aircraft produced by Dassault Aviation. But for the EMA, it is above all a question of supporting the Iraqi forces "in their rise in power and until the achievement of complete autonomy", in accordance with the mission of advice and assistance of the US-led anti-jihadist coalition.

However, the Iraqi air force is having some difficulty keeping its 34 F-16IQs, acquired from the United States in 2011, in flight condition. These difficulties have been accentuated with the departure of the American technicians in charge of their maintenance. And it is now estimated that it can count on twenty devices available. In addition, it lacks ammunition and certain abilities deemed crucial.

In January 2021, the Iraqi Defense Minister, Juma Enad Saadoun, confirmed Baghdad's interest in the Rafale, even going so far as to say that a contract was then about to be signed, the financial aspects not not yet defined. But he did not specify the number of planes that could be acquired.

At the same time, it was claimed that Iraq was also seeking to procure Sino-Pakistani JF-17 Thunder fighter jets from Islamabad. The daily The Nation reported in September 2021 that an order for 12 copies would soon be signed.

During an interview granted to al-Arabiya on January 30, the Juma Enad Saadoun declared that Iraq had "signed a contract with a Pakistani company for the purchase of planes", without further details... that of the JF-17 Thunder? Or was it an order for Super Mushshak trainer aircraft offered by the Pakistan Aeronautical Complex [PAC]? In any case, this is what Norman Ricklefs, who heads the consulting firm NAMEA Group, close to the Iraqi government, said.

According to Defense News, he recently spoke with Iraqi Defense Ministry officials about their intentions for military equipment. This is how he learned that Baghdad still intends to procure 14 Rafales "at a cost of 240 million dollars [the unit], paid for in oil rather than in cash". The price quoted by Mr. Ricklefs – $3.36 billion – is to include ammunition, support, spares and training. However, other contracts are tips.

Indeed, Norman Ricklefs also indicated that the Iraqi Ministry of Defense was in the process of studying a French offer concerning 20 drones - the type of which was not specified - and that it would soon send a delegation to France to evaluate the proposed system.

According to an interview given to the Iraqi news agency by General Qasim al-Muhammadi, the chief of staff of the Iraqi ground forces, it would probably be Patroller tactical drones.

"Iraq is negotiating numerous contracts, including for armed drones capable of flying for 30 hours in Iraqi airspace, destroying targets and constantly monitoring various regions, with proven capability and effectiveness", had -he says. And the only device of this type that France can currently offer is the Patroller, from Safran… Which has not yet entered service with the Army. Note that, according to Mr. Ricklefs, Pakistan is also in the running to sell 20 drones to Baghdad.

Finally, General al-Muhammadi also hinted that Baghdad is considering the purchase of "excellent high-precision artillery systems" from France. Clearly, Nexter's CAESAr [Truck equipped with a 155 mm artillery system] could soon equip the Iraqi forces, after having been effectively deployed in Iraq by the Army [TF Wagram] as part of operations against the Islamic State.
